Local elections

Federal law does not itself ban a city from running a separate municipal ballot. No state currently opens statewide races. Towns in Maryland and Vermont, school-board races in San Francisco (and Oakland’s measure, pending implementation), and the District of Columbia have used resident lists for local-only contests. Separate ballots keep federal offices off that card.
