School-board resident voting ran from 1970 until the boards ended. A 1990s revival faded. The New York Coalition to Expand Voting Rights formed in 2004. Council bills (Intro 628, later 245) died in committee. A 2021 city law for local races was struck down under the state constitution; the Court of Appeals affirmed in 2025.
